Rust loader refactor (GSoC 2026)

Reworked MetaCall's Rust loader around modern rustc internals, from the compiler pipeline down to build setup and test coverage.

  • Refactored the loader's compiler pipeline and simplified rustc integration (#716)
  • Removed the hard dependency on RLS and wired it through CMake (#637); added BUILDING.md for rs_loader setup (#628)
  • Rust conversion tests (#824, #826), sanitizer fix (#821) and warning/format cleanups (#817, #830, #843)

Patched Rust toolchain for embedding

Rust PR #78201 stopped the compiler's standard libraries from being loaded dynamically, which breaks plugin runtimes like MetaCall. Rebuilt the toolchain without that restriction so no LD_PRELOAD workaround is needed, with Docker builds and CI releases.

Fixed an ICE for unsafe binders in extern "C" blocks

Replaced an internal todo panic with a proper compiler diagnostic, added a UI regression test and migrated the diagnostic to rustc's Fluent system.

  • Collation: CollatorBorrowed::new_root(), shared helper asserting consistency across comparison paths (#7499)
